It is not actually an oxymoron. 32 degrees F. is the temperature of freezing water or melting ice (at atmospheric pressure). In ice water, or "ice cold water" the water and the ice are in equilibrium at 32 degrees. Ice can be colder, of course, but liquid water cannot.
If this makes no sense, then don't worry about it.
